    Before you read: some questions to help you think about the topic and the words you might need.

    How much control do you think the mayor of your city should have?

    How do you feel about your city government telling you what you can eat and drink?

     

     

    Mayor Bloomberg of New York City tried to introduce a new law to ban the consumption of large high calorie drinks such as colas and sugary teas. He sees this as a way to fight the growing obesity epidemic in New York.

     

    However the American Beverage Association and others fought this new law in court and won. They argued that this new law would make an uneven playing field for businesses. The law would have been enforced only on businesses controlled by the city's Health Department, while stores like 7-Eleven, that are controlled as one group, by the state of New York, would not have had to follow the law.

     

    But Mayor Bloomberg said that we have a responsibility as human beings to do something, to save each other, to save the lives of ourselves, our families, our friends and all of the rest of the people that live on the earth. And so while other people will wring their hands over the problem of sugary drinks, in New York City, he says we are doing something about it.  He continued by saying that we  (the city of New York) believe it is fair and responsible to draw a line. ... As a matter of fact, it would not be caring and responsible to not to try to do everything possible to save lives.

     

    But many feel that there is a bigger problem here than just about saving people from bad foods. You can't force people to do things. You can't tell people what to drink and where to drink it.

     

    Before this court loss Mayor Bloomberg had successfully introduced other controversial health ideas in the city, including a ban on smoking in bars, restaurants and public parks, and controls that required fast food restaurants to show the fat and calorie content of the meals they serve.

    Some example sentences using the new words to help you to better understand their meaning.

     

    1.      We are banned from carrying knives onto airplanes.

    2.      In Canada and most places people are banned from consuming alcohol in open places that are not bars.

    3.      America has the world’s worst obesity problem, 33% of people are 30kg per square meter  of their height.

    4.      SARS was a terrible epidemic that caused travel problems in a lot of the world.

    5.      If one company controls all of the sale of one product then we can say that there is not an even playing field for competition.

    6.      It is illegal to drink alcohol here, but I think the law has not been enforced because many people are still drinking alcohol outside.

    7.      The city government doesn’t care enforce the law, as a matter of fact they have wringed their hands by ignoring the law.

    8.      Parents must draw a line with their children about what is right and wrong.

    9.      We dangerous to drive a car faster than 100kph here, as a matter of fact it’s also illegal.

    10.  In my state it was controversial when smoking was banned in bars, but now it’s accepted by everyone.

    5.      How do you think the Mayor’s office was going to enforce these rules in New York City?

    6.      When Mayor Bloomberg says other’s wring their hands of this problem, what does he mean?

    7.      The mayor says we need to draw a line to control obesity, but where do you think the line should be drawn? Do you think that the mayor has crossed the line?

    8.      What does the mayor mean when he says ‘as a matter of fact’? How would you say this in a different way?
